"A Marriage of Inconvenience" not showing up

I think this is a fairly common issue where this quest does not work as intended. It's not showing up at all on this most recent playthrough, as in it's not on the quest list, the spouses aren't outside arguing, the house is locked up tight. I'm thinking I can do

questTracker.Register(questManager.HeroEntity "QO???_???")

but I don't know what the name of the quest is. I tried to find it looking through .bnk files but couldn't find anything. Would this work and if so does anyone know what the name of the quest is?
